ECB: Debates on whether to lower the base rate below 1% harms euro.

In an interview with Market News International, Nout Wellink suggested that the European Central Bank should discuss the possibility of interest rates being lowered to more than 1%. Axel Weber, a member of the Governing Council, said last week that the 1% interest rate should be a floor.
